【摘要】:Establishmentofanin-servicecoatingsmonitoringprogrampermitsplanningandprioritizationofcoatingsmaintenanceworkasneededtomaintaincoatingintegrityandperformanceinnuclearCoatingServiceLevelIcoatingsystems.Foradditionalinformationonnuclearmaintenancecoatingwork,refertoASTMManualonMaintenanceCoatingsforNuclearPowerPlants.Acoatingsmonitoringprogramenablesearlyidentificationanddetectionofpotentialproblemsincoatingsystems.SomeCoatingServiceLevelIcoatingsystemsmaybeknowninadvancetobesuspect,deficient,orunqualified.Monitoringcoatingperformancewillassistindevelopingfollow-upprocedurestoresolveanysignificantdeficiencyrelativetocoatingwork.Degradedcoatingsmaygeneratedebrisunderdesignbasisaccidentconditionsthatcouldadverselyaffecttheperformanceofthepost-accidentsafetysystems.AcoatingsmonitoringprogrammayberequiredtofulfillsafetyanalysisreportandgenericlettercommitmentsforCoatingServiceLevelIcoatingworkinanuclearpowerplantfacility.1.1ThisstandardcoversproceduresforestablishingamonitoringprogramforconditionassessmentofCoatingServiceLevelIcoatingsystemsinoperatingnuclearpowerplants.Monitoringisanongoingprocessofevaluatingtheconditionandperformanceofthein-servicecoatingsystems.1.2Itistheintentofthisstandardtoprovidearecommendedbasisforestablishingacoatingsconditionassessmentprogram,nottomandateasingularbasisforallprograms.Variationsorsimplificationsoftheprogramdescribedinthisstandardmaybeappropriateforeachoperatingnuclearpowerplantdependingontheirlicensingcommitments.SimilarguidelinesareapplicableforCoatingServiceLevelIIIandotherareasoutsidecontainment.1.3ThisstandarddoesnotaddresstherequirementsofASMESectionXI,In-ServiceInspectionSubsectionsIWEandIWL.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
